There is a strange blue substance in the nail in the faucets in my bathrooms. Does anyone know what that is or have had it before?

My friend’s 7 year old daughter is Autistic and has a fasination with water therefore she’s having trouble potty training. She’s already flooded the bathroom 3 times so she has to keep the door locked. Is there a device that locks the faucets of the tub and sinks?

When I turn hot water on all the way I get very low flow but cold water has good flow,this is at the spout before I swtch to shower,It is at both my bathrooms also the sink flow is good on both hot and cold.

I need to give an estimate to someone to install these faucets
